There the same building / shelter address receiving gov. grants and tax revenues on the same properties. Animal Control is Under the direction of the Hertford County Sheriff office, which confiscates your pets and turns them over to the Private Corporation PAWS INC. In care of Joann H. Jones the judges wife while PAWS under the direction of Hertford County Animal Control, which then sells them. It's just a monopoly taking by force what ever they want.
