Any one with a class B animal dealer permit will work just fine. In NC sales of sheltered animals to research labs is some times done though back doors and after hours at night as well. There is just a five day holding period by law for any dog picked up off the street, or taken to the pound and dropped off by any person. Or stolen to sell directly to brokers, or by brokers any holder of class B license issued by the USDA can buy dogs from the SPCA & sell directly to labs.
